validity check

Can anyone verify the validity of this article? Sounds true.. sounds like it could even be happening at the moment and wouldn't really be reported on.. So, is there an impending draft bill? I don't wanna go into how potentially scary it is (and how infuriating it would be) for there to be a draft.. just wondering if it's in the works.
