i don't get it

I don't get it. That whole CD Antitrust Deal seems to have gone through and it seems like some people might get a check for $12.63 but why are prices still $18.99? Am I just confused or wasn't the ruling that CD's actually are overpriced and that price fixing was going on? Anyone got some insight into this?
